services: Add overlayfs-service-type.

The `overlayfs-service-type` allows overlay filesystems to be automatically
mounted upon boot and reconfiguration.

* gnu/services/overlayfs.scm: New file.
* gnu/local.ml (GNU_SYSTEM_MODULES): Add it.
