gnu: dtc: Build python bindings.
* gnu/packages/bootloaders.scm (dtc)[native-inputs]: Add swig.
[inputs]: Add python-2.
[arguments]: Remove 'NO_PYTHON' from make-flags, add 'SETUP_PREFIX' to
set python bindings prefix.
