gnu: cifs-utils: Build & install man pages.
* gnu/packages/samba.scm (cifs-utils)[arguments]: Add "--enable-man"
to #:configure-flags. Remove useless 'create-man8dir phase. Add a new
'install-man-pages phase to do just that.
[native-inputs]: Add python-docutils.
