gnu: python-statmorph: Skip failing tests.
* gnu/packages/astronomy.scm (python-statmorph)
[arguments]<#:test-flags>: Skip most of the tests after python-photutils
has been upgraded.
[native-inputs]: Add python-setuptools.
[propagated-inputs]: Add python-matplotlib.
