gnu: ruby-parallel-tests: Update to 4.2.0.

* gnu/packages/ruby.scm (ruby-parallel-tests): Update to 4.2.0.
[arguments]: Delete trailing #t.  Use "spec" as the #:test-target.
Rename remove-version-constraints phase to relax-requirements, and update it.
Add disable-problematic-tests phase.
