gnu: python-lightning-cloud: Use older version of fastapi.
The variant of the fastapi package must match that of
python-pytorch-lightning.
* gnu/packages/machine-learning.scm (python-lightning-cloud)
[propagated-inputs]: Replace python-fastapi with
python-fastapi-for-pytorch-lightning.
