gnu: Add spectre-meltdown-checker.
* gnu/packages/linux.scm (spectre-meltdown-checker): New variable. * gnu/packages/patches/spectre-meltdown-checker-find-kernel.patch: New file. * gnu/packages/patches/spectre-meltdown-checker-externalize-fwdb.patch: New file. * gnu/local.mk (dist_patch_DATA): Register them here.
