gnu: libvpx: Graft to fix CVE-2023-5217.
* gnu/packages/video.scm (libvpx)[replacement]: New field, set to… (libvpx/fixed): …this new variable. * gnu/packages/patches/libvpx-CVE-2023-5217.patch: New file. * gnu/local.mk (dist_patch_DATA): Add it.

+These are the changes made to libvpx between Firefox ESR 115.3.0 and
+115.3.1, which claims to fix CVE-2023-5217 and so do we. The report
+itself is not public.
