gnu: scvelo: Disable two broken tests.
* gnu/packages/bioinformatics.scm (scvelo)[build-system]: Use
pyproject-build-system.
[arguments]: Disable test_perfect_fit and test_perfect_fit_2d tests because
they fail with unexpected results; use G-expression.
