gnu: cups: Inherit & modify cups-minimal arguments.
* gnu/packages/cups.scm (cups)[arguments]: Use
substitute-keyword-arguments on cups-minimal's arguments to do away
with the redundant 'patch-makedefs and 'make-manpages-writable phases.
