gnu: libftdi: Build C++ bindings.
Enabling the C++ bindings allows the test suite to be run, although this fails
without access to the host's USB interface.
* gnu/packages/libftdi.scm (libftdi)[arguments]: Add #:test-target, #:tests?.
(inputs): Add boost.
