gnu: libcamera: Split off gst and tools outputs.
* gnu/packages/networking.scm (libcamera)[outputs]: Add gst and tools.
[arguments]: Pass "-Dbindir" to configure-flags. Adjust 'move-doc phase
to 'move-doc-and-gst.
