substitutes: Reduce default negative TTL values.
Previous values were overly conservative and often an annoyance.
* guix/substitutes.scm (%narinfo-negative-ttl): Reduce to 2mn.
(%narinfo-transient-error-ttl): Reduce to 1mn.
