services: Add samba service.

* gnu/services/samba.scm: New file.
* gnu/tests/samba.scm: New file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add them.
* po/guix/POTFILES.in Add 'gnu/services/samba.scm'.
* doc/guix.texi: Document it.
