services: Add Plasma desktop service.

* gnu/services/desktop.scm (kde-desktop-service-type): New variable.
(<kde-desktop-configuration>): New record type.
(kde-desktop-configuration): New procedure.
* doc/guix.texi (Desktop Services): Document it.
