gnu: python-pyro-ppl: Skip one more test.
* gnu/packages/machine-learning.scm (python-pyro-ppl)[build-system]: Use
pyproject-build-system.
[arguments]: Remove custom 'check phase and replace with #:test-flags; disable
test_sample tests.
