build: Use `pre-inst-env' to compile the source.
* Makefile.am (.scm.go): Use `pre-inst-env' instead of re-defining the
environment variables, except for `DISTRO_INSTALLED_PATCH_DIRECTORY'
and `DISTRO_INSTALLED_BOOTSTRAP_DIRECTORY'.
