build: cargo-build-system: Check for pregenerated files.
* guix/build/cargo-build-system.scm (check-for-pregenerated-files): New
procedure.
(%standard-phases): Add 'check-for-pregenerated-files phase between
'unpack and 'unpack-rust-crates.
