build-system/gnu: Add a `patch-shebangs' phase.
* guix/build/gnu-build-system.scm (patch-shebangs): New procedure.
(%standard-phases): Add it.
* guix/build-system/gnu.scm (gnu-build): New `patch-shebangs?' keyword
parameter. Pass it to the builder's `gnu-build'.
