build: Use '-Wshadowed-toplevel' only when supported.
* guix/build/compile.scm (supported-warning-type?): New procedure.
(%warnings): Remove 'unsupported-warning', though removing it doesn't
make any difference. Define 'optional', and use it to determine whether
to include 'shadowed-toplevel'.
